Swimming and the National Curriculum

Since 1994, swimming and water safety have been mandatory elements of England’s national curriculum for physical education. This ensures that by the end of primary school, all 11-year-olds are equipped with the skills needed to stay safe while enjoying swimming with friends and family.

Key Learning Outcomes

Swimming is the only sport explicitly included in the curriculum. Primary schools must offer swimming and water safety lessons in either Key Stage 1 or 2. Students should be able to:

  1. Perform safe self-rescue in various water situations.

  2. Swim competently, confidently, and proficiently for at least 25 meters.

  3. Use strokes like front crawl, backstroke, and breaststroke effectively.

Teaching All Pupils

Swim England has been monitoring primary school swimming provision and student achievement since 2012. Despite efforts, research shows that only half of students meet the required standards. Challenges include costs, time out of school, confidence issues, and lack of understanding of curriculum goals.

Resources to Support Schools

Following a study into curriculum swimming challenges, the Department for Education, Swim England, and the Swim Group have collaborated on creating a resource pack. This provides clear guidance for primary schools, swimming teachers, pool operators, and parents.

In addition, Swim England has updated its School Swimming Charter to offer more support.
